Premiere Pro fresh install. Program constantly locks up

I installed Premiere pro and the program constantly locks up. Going from editing tab to assembly and adding clips to timeline fully locks up the program and I can't get further than that. I have had PP installed on this laptop with great success for a while but uninstalled for about 8 months as I did not need it. Now it's unuseable.

Intel(R) Core(TM) i7-10750H CPU @ 2.60GHz 2.59 GHz

32 GB ram

GeForce 2080 SUPER gpu

Windows 11

Windows 11 is not fully supported yet

Users must update to an NVidia driver version 472.12 or later on Windows 11. Earlier versions of the drivers have not been approved by Microsoft. No specific issues have been reported at this time.
