Premiere Pro keeps crashing when opening project file

I have the most recent update of premier pro and every time I try to open a project, It says that it encountered an issue an that it needed to close. I would try to open a different project, the same issue happens. I stopped using it for a while, and it still continues to crash. 

While possibly unrelated, I also want to point out that trying to access my apps on my adobe account results in a blank page telling me to "updated to the latest version or try again using a different browser." 

Are there solutions to these problems? Thanks.

Does it also crush when you try to make a new project? Or only when opening an existing one?

So I tried making a new project, and had no issue, but opening an existing one or one I worked on a while ago causes it to crash.
