Premiere Pro lagging

Hello guys im having problems with my premiere pro the program is lagging when i play videos on timeline

i have a gtx 1050ti 

64gb ram ddr4

and 2 procesor 2680 v4

task manager says ram 40%

processor 30% and graphic card 3%

im using the same project befor i formated my pc 

i also change the quality 1/16 but it doesnt matter 

can somebody help me please
