Hi. When I open my project, Premiere can't show all the clip thumbnails in project panel and I see error messages like: "Frame substitution recursion attempt..." and "a low level expectation accured.." and I have no idea what these mean! I can't play my clips in timeline and after some seconds it crashes and closes the program! I have not changed anything like ram and memory and storage in my computer and looks like I have a new trouble with Premiere again after giving me a break :)) I reset my preferences, uninstalled and installed premiere, moved my project into a new project and changed the locaion, I also tried switching from mercury to software and clear media cache. But none of these worked!!! Please help me with this as I have been working on this project for 3 month and I have a deadline to finish this. Thank you
Try makingmedia files offline and see if it crashes. If not, link the files one at a time. You may have a corrupt file.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.

Try creating a new project and import the old one into it.

I tried doing what was suggested, but the problem is still there. Basically, as long as I don't open the file in the project panel (where my footage is), everything works fine. But when I open it to check my imported files, Premiere crashs. It's so frustrating!

I tried this and unfortunately didn't work. there were two clips: one is located now and I made the second one offline as I had deleted it before. It's still the same. when I open the folder of footage in the project panel, all those error messages appear and it says " low internal memory ...".

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

Dell desktop / Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz 3.19 GHz / 16.0 GB (15.8 GB usable) / 100GB on drive C and 1TB on Drive D / I have about 18 GB free on my drive C and 400Gb free on drive D.
My scratch disks and autosaves are saved on drive D.
A few days ago I started a small project that changed my Premiere app size from 5Gb to 9GB and it was odd because my main project (that has the issue) is much bigger than the new one. i don't know how it changed dramatically!
When I receive the low internal memory in my main project it makes some of my clips red in timeline and doesn't display them plus those error messages that i mentioned.

I'm also getting the error "can not copy to file.......check write permissions..." which crashes and closes the premiere. based on some suggestions I unchecked the option "save back up to creative cloud" in preferences and looks like this new error is gone. but why I didn't have this issue before and what if I want to save back up in creative cloud?? Any help is appreciated.

That may not trigger the error messages that you received, but that certainly would cause performance issues.
You need more free space for system and temp files.
