Premiere Pro Not encoding consistently...and when quitting out it become unresponsive

I've cleared the caches, cleared the markers, uninstalled and reinstalled and everything is up to date... Every project I need to export ends up freezing at 0% for encoding. Just stalls out. Only thing that works so far is making a new sequnce and copying my video on it....I know solution is there...but thats not how the program should or is intended to work. 

Also, I need to force quit the program everytime im closing it out... And even with the update Affter Effects is wonky. 

NOT sure if im looking for a solution or just ranting at this point. Thanks

Are these projects brought forward from 2021, or new projects started in 2022?
