Premiere Pro refusing to open any longer

This morning I tried to open Premiere Pro, and received the following error:

The code execution cannot proceed because MSVCP110.dll was not found. Reinstalling the program may fix this problem.

Thing is... I uninstalled and reinstalled it 3 times, and I still get the error. If I try to launch it through the website literally nothing happens, no error, nothing even attempts to open.

I just went through, and did this, and I still have the exact same error code.
