Premiere Pro slow to load and crashes Mac-Intel/AMD | MacOS ventura 13.2.1

I have a Macbook pro-2019

2.4 GHz 8-Core Intel Core i9

Graphics: AMD Radeon Pro 5500M 8 GB / Intel UHD Graphics 630 1536 MB

RAM: 64 GB 2667 MHz DDR4

And adobe premiere and rush take 3-5 minutes to load! If it does, it slows and freezes before I can open or create a new project. I tried Rush, and it won't even open; it just crashes at the first inro screen where it asks you to select media. 

My hard drive isn't filled up, and I don't have other programs running except for system monitors. I have also tried uninstalling and reinstalling the apps using adobe cloud.

Is anyone else experiencing super slow loading times with adobe premiere or rush??

Ugh, it's back to normal again after a few restarts.
