Premiere Pro sometimes stops responding or crashed even though my PC specs should be sufficient.

Hello.

I have sufficient PC specs but Premiere Pro stops responding from time to time. (Maybe you call it crashing).
I am monitoring the CPU, GPU and memory capacity in the task manager, even though none of them are under high load.
At that time, all other applications are working fine except Premiere Pro.

The work is to add 1~2 effects per scene to a 1920x1080 video with a bit rate of 15Mbps.
The length of the video is over 1 hour.

There are no error messages at all. It just stops responding.
Each time, I terminate the operation from Task Manager.

I used to work on a PC with i7-10700, 32GB RAM, GTX1660 super, and I had to buy a new PC because the same problem occurred quite frequently at that time.

The new PC is as follows, and I think the specs are sufficient.

Windows 11 home
i9-12900K (water cooling)
64GB RAM DDR4-3200
RTX 3070
1TB M.2 Gen4 SSD x 3
(Separate folders for OS, video folder, and cache)

Windows, Premiere Pro, and drivers are up-to-date.

What is wrong?

The program is a bit slow, but it runs fine on a Ryzen 3700X, 32GB RAM, RTX3060 PC without freezing up at all.
Is it possible that Intel CPUs are more prone to freezing?

Thank you in advance.
