Premiere Pro stops Windows 11 start menu and search from working? As well as stops timeline

Hi, I can't find anything online about this problem I have. Everytime I start Premiere Pro, after a minute or so the timeline stops working and so I close the app and try to open my windows 11 start menu to try and open the app, but the start menu will not open, as well as the windows search. I have opened task manager and attempted to close everything to do with adobe running in the background, everything closes BUT Premiere Pro, and it wont let me close it. I have a shortcut for Creative Cloud on my desktop which lets me open Premiere Pro, but after a few seconds the timeline stops working and my start menu still does not work. If I restart my computer everything is back to normal until I open premiere pro again. I have looked and my laptop says it does not need any updates.

Please help me figure this out, its very odd and very annoying.

Do you have the latest premiere pro version?
