When I playback a clip it gets stuck on one frame. The previous clips in the same project do not do this.
I need help.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?

Another thing to check is try playing the 'problem' clip from your desktop using VLC Player or other video playback app ... does the clip play OK? or do you have the same issue? If it won't play in VLC that suggests their may be a problem with that particular clip.

It plays fine in any other program but in premiere, when I try to play it just gets stuck on one frame, the audios moving correctly, the little bob on the timeline's moving correctly but the footage isn't.

Delete the Media Cache and Media Cache files:

Then try pressing Enter to render the timeline and turn the red line above the timeline to green.
