Premiere Pro unable to load third party audio plugin

When premier pro loads in give me the error in the pic below.  any ideas on how to fix?  i am on a MAC.  with latest Premiere Pro software.  I did update to Sonoma.  i think i was having this issue before the Sonoma upgrade.

yes.  i do know changing prefernces on a folder. i am wondering which folder Premiere would be referencing...
