Premiere pro Usage 100% my GPU When I'm editing

hello my problem is as follows, when I start editing the movie after 2-3 minutes the playback is very laggy and it is not tasty, then it enters the device manger and I can see that my graphics card is working at 100% decoder is used 100% why? I have a good computer, it adds almost no effects, I have all the latest drivers for the card and windows, no viruses, and I am asking why is this happening!!!
