Premiere pro wants access to 3 folders but already has access to them in settings

whenever i start premiere pro i get a message that says: 

 

Premiere Pro requires access to the following folder(s):

Documents

Desktop

Downloads

 

but i already gave it access in settings

I updatet to catalina and after that I had the same issue.

I could solve it by allowing the access to the required folders in system preferences.

but actually I did it involuntarily, because I don't know what it means exactly..

 

- why the software suddenly requires access to the folders?

   > former versions (with former macOS versions) never asked for that ...

      did they already have the same access to folders, not asking for it? so that catalina forces to ask

      because of new regulations?
