Premiere Pro wants to download all OneDrive and Google Drive offline files on Mac

In Mac OS 12.7.4, I launched Premiere Pro, which asked for permission to access my OneDrive and Google Drive folders. I said Yes. Those folders have lots of files which are Offline in order to Free Up Space (otherwise, they would take up many GB on my internal SSD). Now, whenever I launch Premiere Pro, it keeps trying to download all of those files (hundreds of them). I try to click on the "Stop Downloading" button on the pop up windows, but it keeps popping up pop ups so I have to Force Quit and cannot launch Premiere. How do I take away Premiere's permissions to access those folders?
