Premiere pro weird glitches

So when I edit a video in premiere pro it almost always has this strange glich and when I export it it is still there.

 

The glich is not in the raw footage so I am am pretty sure it is a premiere pro issue

 

I have no idea what is going on and how to fix it.

I have done lots of research but none of the solutions I can find work.

 

My renderer:

Mercury Playback Engine GPU Acceleration (OpenCL)

 

Premiere Pro Version:

Version 15.4.0 (Build 47)

 

My Pc specs:

CPU: Intel 11th Gen I5-1135G7 2.40GHz

GPU: Intel Iris Xe Graphics with 4gb of memory

MEMORY: 8 gb of memorty

SSD: 500gb

HDD: 500gb

Thanks for the response. You can see the issue on this video at about the 51 second mark (play at 0.25 speed to see it best):

The video is a screen recording from OBS so no camera was used. The raw media files from OBS do not have the issue. The issue can be seen in Premier Pro even before rendering or exporting. The file was exported with the H.264 profile.
