When I try launching from the Creative Cloud app, nothing happens, when I try launching from Start, I get the message "Adobe Premiere Pro.exe - Application Error | The Application was unable to start correctly (0xc000007b). Click OK to close the application."
I've tried going to Task Manager to close any instances that might be running, none are, and I've tried downloading older versions, same issue comes up.
How do I fix this?

You can try reinstalling and using the cleaner after uninstall:
