Premiere pro won't render.

It gets stuck in the beginning of rendering. If I press cancel it crashes. I tried 22.2, 22.3 and 22.3.1 versions but the issue persists in all of them.

I'm using windows 10 (21H2 OS build 19044.1645)

My PC specs are

i5 7500 3.4GHz

16GB RAM

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?

I tried but it didn't help. I also tried reinstalling and even used the clean up tool. I have a kingston ssd and it has about 30 gb free space. The other one is an HDD with 70 gb of free space. Do you think it might be a drive problem?
