Premiere pro wont even load now!

I dont know what is happening to my adobe premiere pro! 

Every week or so it refuses to load from creative cloud!

i get the load screen then it disappears and then blank nothing.

I have to unistall and remove everything and lose all my settings then reinstall and it will work for another week or so if i am lucky. Honestly i see all the negative comments on these kind f issues and i have to agree ! its killing my time and my pocket. I am a all apps subscriber and have one of the best laptops and graphics cards on the planet all my drivers are fully upto date and the cloud is upto date what the hell is going on.

Can anyone here help advise what the issue is?
