Premiere's new dynamic transcription sometimes only seems to process one the speakers. It interprets the other speaker as a "..." pause. This doesn't seem to happen with the traditional transcription method.
I suspect that the source media transcription is just looking only at track 1, which is the current implementation. See this feature request with workarounds.
