If I zoom out on my timeline when I go to click a clip or an effects menu option premiere won't register the clicks or scrolls of my mouse. If I alt+tab back and forth to the program I will be able to click and scroll again but there are these grey bars around everything and the program seems to be behind what I'm doing. For instance, if I go to change the position of a video it will accept a new number for the position in the text field but when I go to click other clips it will say the previous one I just altered instead of the new clips settings. This is prevalent throughout all settings. I reinstalled premiere and when that didn't work I reinstalled windows and after a fresh install of both the issue is still there.
this video shows the issue https://youtu.be/INk8Scso6EQ
There are issues with nested audio: delete them from the timeline.
Or disable Show Audio Waveform.

I have very similar issues on my device, it wont register clicks on my effects/medida window and I have to click the taskbar (file, edit, clip ect) for it to wake up every time.

So I rolled it back to 15.0 and it seems to be working as expected. 14.9 worked too but I couldn't open projects I am currently working on.

I'm having the same issue and also DO NOT have nested audio. Is a resolution out there?
