Preset a Dissolve duration

Can anyone tell me if/how I can set a custom (reusable) cross dissolve period?

For example, I've set Cross dissolve as my custom effect. Can I configure it to be 3.5 seconds or any value, if so how?

ALSO, can I save several dissolve versions with different times saved on each?

No. There are presets for effects, but not for transitions.

 

That would make a good feature request.
