Preview Window Glitch

Having a werid glitch appearing in the preview window

Sometimes while editing a video a black bar appears over the video which has random colours in it

When i save close and then re open the project file its gone or when I change the preview settings from gpu to software 

Does not appear in the core video footage when playing on my pc

I used OBS Studio to record using the NVIDIA NVENC H.264 encoder record in MKV & remux after to MP4

23.4 Premier Pro about to update to that

System Specs:

CPU: AMD Ryzen 7 3800X

GPU: NVIDIA GeFroce RTX 3060

RAM: 16GB

As i say when it happens if i change to preview settings in some way it goes away if i save the project & re open it it goes anyway

Tried updating to latest drivers on graphics card in the past & it still happens using game ready drivers as this is a gaming PC so need those drivers

No other visual issues on the pc just this glitch on premiere pro

try to update your graphics card from the vendor's site and go for studio drivers not gaming drivers
