preview window stays black after changing layout

can anyone help a newbe in a i think rather small problem?
so i wanna make my video a different side length i think its called layout idk and also turn the video on the side. this i attempted through making a new sequence, but when i drag the video in the time line, the preview window stays black. what can i do so the video appears?

btw the video is a mp4 unprotected idk if thats helpful. and i cant even change the effectsettings for the video... only audio is showing up

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:

From your screenshot it looks like you need a 960x540 sequence. (currently it is 540x960)

Click on the timeline and the go up to Sequence Settings and make that change...
