Premiere Pro is a desktop only application. As @kglad suggests, you are referring to Rush. You can cut a basic program in Rush, then import that project to Premiere Pro, however. To use Premiere Pro, make sure your computer meets system requirements: https://helpx.adobe.com/premiere-pro/system-requirements.html. Let us know if you have any trouble working with the application once you have it installed on a supported computer. Sorry for the confusion.
Thanks,
Kevin

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
