Problem with render - green noise witn VR Digital Glitch Effect

I can not deal with rendering the movie, I've been doing it for a few hours. No effect. In Premiere Pro CC 2018 (Windows 10, Intel I5, GTX 970) it's good when exporting a single frame (screenshot) is good, but in every possible configuration on the rendered effect - VR Digital Glitch - I get green noise from pixels as you can see in the movie from 0:24 and same from 0:38.

I have current drivers.

Please Help.

I found an irregularity, it turned out to be a value in the filter's Noise setting. I do not know why it generates it in green, but setting it to 0 has settled the matter.

HOLY HECK YES! Thank you so much! Setting the Noise strength to 0 didn't effect the actual product BUT removed the green artifacting from my end render! I appreciate you so much!
