Problem with video speed playback, lags

Hello everyone. Just downloaded premiere, and tried to make video. So its just not playing normal, but with lagging and something like 0.25 speed. I already have clicked sequence - render in to out, so its green line now, but no changes. How make it work good ?

Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.

Nothing helped. It seams like premiere bug. I have cpu xeon x5570 its server cpu, but no problem was since i have been using it,but once. Maybe it just can't do it.

Also. please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Shutter Encoder may also be used to convert to Constant Frame Rate:

I dont know how the world knownest montage program just cant work, why you have to use coding  pluggins to it. Its just playing with lags anyway, process i it with other programs or not.. I had used 3 different ways to record a video at 60 fps, but none had worked
