This is a clear indication you haven't set your color management up correctly within Premiere. Or are choosing the wrong export preset compared to your sequence.
The controls are now all in the Color Workspace/Lumetri panel ... Settings tab. Everything from project through sequence, clip, and display gamma.
So ... probably make sure that in Project settings, Auto detect log is on. For sequence, auto tonemap is on. Then it will take the probably HLG form of HDR you shot on that phone and remap to the sequence color space.
Next, do you want to work in HDR or SDR/Rec.709? I don't recommend HDR in general yet ... most screens still only handle one or two forms of the many available 'flavors' ... if at all. As many screens don't do HDR whatsoever. And, most that do ... do it poorly, for the one or two forms they do work with. And of course, some screens do pretty decently.
But it's your choice. Set the sequence CM in the Sequence section.
Next ... if you're on a Mac, you might personally be comfortable witht the Display gamma of 1.96/Quicktime. Which will mean the image will look the same to you within Premiere as the exported file in QuickTime player ...if you're using the standard Mac ColorSync "Rec.709" setting.
Unfortunately, due to Apple using a different diplay gamma than the rest of the mutliverse, that means it won't look nearly the same on all non-Mac screens. Or even on any Mac with "reference" modes using the HDTV/Bt.1886 setting ... which does make that Mac match all non-Mac screens and broadcast standards.
But you have a choice ... 1.96 (QuickTime), 2.2 (web), or 2.4 (broadcast).
Now finally, you must use an export preset that matches your sequence. If an HLG sequence, ONLY use presets with HLG in the name. If an SDR/Rec.709 sequence, NEVER use a preset with HLG or PQ in the preset name.
