Problems starting Premiere Pro Windows 11/Windows 10

With the latest updates for Microsoft Windows / .NET 3.5 there might be problems when starting programs.
My Premiere Pro was crashing on Windows 11/Windows 10 machines, hanging after loading plugins.

For English users:

Affected: Windows 11 21H2, but also may Windows 10 with last updates.

Solution (Run as administrator command line):

dism /online /enable-feature /featurename:netfx3 /all
dism /online /enable-feature /featurename:WCF-HTTP-Activation
dism /online /enable-feature /featurename:WCF-NonHTTP-Activation

Or manually deactivate and activate again windwos features:

- .NET Framwork 3.5,

- Windows Communication Foundation HTTP activation

- Windows Communication Foundation-Not-HTTP activation
