I made Proxies in the same aspect as the source footage and premiere pro always assumes that the proxies are 16x9 when connected.
For example I made a test clip with 1920x700 generated a proxy with exactly the same format so 1920x700 my rendered proxy also has 1920x700.
When i connect the proxy inside of premiere it says it is 1920x1080 in the clip properties.
PAR is 1 on both and the proxies are the correct format!

what is your workflow on making proxies.
You do not need to attched them if generated by Premiere. This is an auto process.
Black bars might have been added.
Set Program monitor to Transparency grid to check.
You can also check the framesize of the proxies with MediaInfo

I first tried to generate them via premiere pro but i have a bunch of different cameras and just dont want to bother generating a seperate preset for every single one I generated them with the Blackmagic Proxy generator which works fine.
There are no black bars in the proxy files I checked with Screen and it is the exact same Aspect ratio. I even connected them in Resolve, just to double check and it also works there.
So my conclusion at the moment is, that Premiere has a bug.

I made the with Blackmagic Proxy Generator because I have a lot of different cameras and dont want to generate an ingest preset for every single one and do everyone manually.
I double checkt the aspect ratio in Screen. 1920x700 no black bars.

Well Premiere works best if proxies are made with Premiere.
Please check with MediaInfo and post outcome in Treeview
