"Begin Text Editing for a Graphic Layer" hotkey not working

I'm trying to be able to jump between essential graphics text on the timeline and type without ever having to use the mouse (currently I have to keep reaching away from the keyboard to grab the mouse and click the text box to begin typing). I am able to jump to the next essential graphics textbox using the "Select Next Graphic" shortcut, however, the "Begin Text Editing for a Graphics Layer" hotkey does nothing at all. The default is Ctrl+Alt+' and I've tried a variety of rebinds. At first I thought maybe I misunderstood the use of the command, but I found it used in a video and it functioned as I wanted it to (video linked) but I can not get it to work for me. Any suggestions?

The Select Next Graphic shortcut will move your playhead to the next Graphic clip and select it, but you'll then need to use a shortcut for Select Next Layer before you can use Begin Text Editing for a Graphic Layer.

I see, this works. Unfortunate that it needs 3 separate hotkeys to just start editing the next text box but it's better than nothing.
