When right clicking on any media in a Premiere Pro timeline, there is an option to "Replace with After Effects Composition." This creates a brand new AE composition in whichever After Effects file is open at the time.
There should be ADDITIONAL OPTIONS in this dropdown menu.
For example: when hovering over the current "Replace with After Effects Composition" option, when right clicking media in a Premiere Pro timeline, there should be MORE options.
Examples might include: "Replace with EXISTING After Effects Composition," as well as "Create New After Effects Composition" (which could do the same thing the native option does now - opening a brand new comp in whichever AE file is open at the time).
The fact that users can't choose an existing AE Comp is extremely frustrating. It forces the user to copy and paste elements from an existing AE file to the new composition that has just been created. These additional options would allow for much simpler re-linking capabilities as well, especially since every time the app is updated, linked After Effects compositions within Premiere Pro seem to fail.
This would also allow for much more seamless integration between the two apps, which is why I edit videos in Premiere Pro to begin with.

If you have your already existing Ae project open, Premiere will open the clip in this Ae project. And won't create a new one project.
