I really like the stutter effect when I scroll through the video on the timeline, and it randomly selects frames from the video and has this stuttering effect. Is there a shortcut to do that, and not have to manually cut and change the tempo of the video?

Creating a stutter effect can be quite fun and easy! Here's a simple way to achieve it:
1. Duplicate your clip to the track above.
2. Increase the speed of the duplicate clip to something like 200% or more.
3. Add the Strobe Effect to the duplicate clip.
4. In the Effect Controls, set Strobe to Makes Layer Transparent.
5. Increase the Random Strobe Probability to around 50%.
6. Trim the duplicate clip so it only stutters in the places you want.
You can also experiment with the speed of the duplicate clip and try playing it in reverse for different effects.

Thanks, that's already a good starting point, nut not exactly what I was looking for. But I guess it's the closest I can get to it!
What I really woul have wanted, is having the video randomly start at random starting points for a random amount of time at random intervals
