Your situation is entirely different from the user who started this thread. In your case, the installed Nvidia GPU driver is too old. The newest version of Premiere Pro requires driver version 531.41 or newer in order to run properly. Unfortunately, when you updated to Windows 11 on your laptop, you or Windows somehow failed to update the graphics driver to a sufficiently new version, instead defaulting to only version 456.71 in the case of your Turing-generation GPU.
