I'm not sure there's a good answer to this, but I've had to revisit an archival project shot on DV tapes and originally edited in Final Cut Pro 7.
I've imported an XML file with the old project bins, sequences and clip information. I've re-captured the old tape in one long clip due to DV firewire capture issues but with valid timecode. When I go to relink subclips or sections of the tape to the recaptured footage, the footage reconnects to the beginning of the file and doesn't recognize previous edits or subclips. It does this for every file I attempt. Every subclip also has to be reconnected manually to the recaptured footage, but only to the beginning of the file. Not sure if Premiere is capable of doing this cleanly but hope someone has an idea how to handle it.
