Render and Export glitches the final product

Hey guys,

 

I'm having trouble when exporting files and rendering files. When I exported the my project, there's a banner that stated it exported "successfully". However, when I view the actual video, it is buggy glitchy and not at all what shows on the timeline.

 

Let me know how to fix this please 🙂

 

I just got built a new system consisting of a 

AMD Ryzen 5900x

MSI NVIDIA RTX 3090 24 VRAM GPU

64 GB of G.SKill RAM

Samsung 970 SSD 2 TB

Figured out a work around is to export using Media encoder. It still doesn't explain why my rendered previews are still choppy on premiere pro though. Someone let me know.

I see some "wobbliness" in the part with the front of the house. Is that what you're talking about?
