Render video is not like on timeline

Dear all!

I am exporting video like everyone from timeline through media encoder or directly through adobe premiere, but exported video is not like it suposed to be on this picture:

I ran out of options. I tested a lot of things, but this edit on timeline is not exported properly. Video on layer 1 is stiched together and video on layer 2 like doesn't exist. Is there any settings that I missed?

I am using latest version of PPro, and Export was the same on versions before.

Can you share the complete screenshot of Premiere pro. I hope that the visibility icon of Track 2 is On not Off.
