Reset To Saved Layout Doesn't Seem To Work in PP 23

I'm on PP Version 23.0.0 on an Apple M1 Max Macbook Pro. 

When I click Window>Workspaces>Reset To Saved Layout, nothing happens.  The current layout remains. 

I tried resetting the Preferences to see if that would help, but to no avail. 

What might I be missing?

What workspace are you in? That is the one being reset. Is it a custom workspace? Or one of the defaults?
