Right click only shows "Motion, Opacity, Time Remapping"

The title says it all, 90% of the time it only shows "Motion, Opacity, Time Remapping" when I right-click a clip in the timeline

What's it show the other 10%?

If you right click here:

You get the effect menu,

If you right click anywhere else you should get this menu:

[Guest]

That is correct if you want more you need to add an effect first.
