Running .jsx file from command line no longer working since 2019 in Premiere

When using the ESTK I can run a .jsx file without issue if I start running the script from the ESTK UI Environment. But if I try to run the same .jsx file using the following command "C:\Program Files (x86)\Adobe\Adobe ExtendScript Toolkit CC\ExtendScript Toolkit.exe" -run C:\Users\<username>\Desktop\ppro_script\test.jsx it will give me the script alert, but it will not execute the script in the ppro host. This is frustrating because there does not seem to be another way to execute windows .jsx files from the command line (Mac can use applescript at least)
It also fails to launch premiere pro 2021 from the extendscript UI.

Sorry, this does work in 2020 premiere. but doesn't work in 2021 premiere
