Scale and position lines not appearing

I have a pretty big issue with Premiere Pro. Often times when I click on a clip and then click position or scale I do not see the blue border and the anchor point in the middle. I can still change these values by modifing the numbers in the effects control pannel, but i can't drag the clip with the mouse to my desired size or position. If I change the playhead position and then click the clip again then the border and anchor point appear, but never on the first click. This is extremly frustrating as I have hundreds of repetitve actions in my projects and an extra click, especially one that changes the neccesary position of the playhead, can be a nightmare and add hours to my work. I have no idea why this happens or how to fix it, any ideas?

In order to get the wireframe, dubbel click in the Program Monitor or click in the word Motion in the Effect Controls.
