Hi,
I'm running Premiere Pro 24.0 on my laptop with the following specs:
Model: HP Omen 15-en0036AX (2021)
Processor: Processor AMD Ryzen 5 4600H with Radeon Graphics, 3000 Mhz, 6 Core(s), 12 Logical Processor(s)
Installed Physical Memory (RAM): 16.0 GB
Graphics 1: NVIDIA GeForce GTX 1660 Ti - 6 GB
Graphics 2: Name AMD Radeon(TM) Graphics - 512 MB
Shared graphics memory: 7.7 GB
Graphics Drivers Updated.
While editing, my screen randomly flashes black, and when it comes back everything except the Premiere Pro Program Monitor is working.
This happens sometimes when I open another window, like Brave or Word. But often without opening anything else.
Premiere works. I can do anything else on Premiere except see what is on my program monitor (which makes doing anything else useless, as I can't see the result)
I can save my work and restart PP, but the crashes become more frequent.
I have attached two screenshots of the issue, before and after the crash, with the playhead in the timeline visible in the same place.
Any help/suggestions/fixes would be greatly appreciated.

You should use the better/faster nvidia AND use the Studio driver
