shift + left and right arrow keys for moving playhead in timeline not working properly.

I'm not sure if my shortcuts are default or custom anymore but basically on my premiere pro when I'm in the timeline and I'm pressing the shift key and the left or right arrow key the playhead moves left or right by five frames. When I hold down the left or right arrow key while pressing shift it moves the playhead fast to the left or right until I release the arrow key. I use this to scrub through the timeline. The problem is that it takes a couple of seconds before premiere pro starts moving the timeline. In other words there is a delay of a couple of seconds in between me pressing shift and left arrow key and premiere pro moving the playhead to the left. This slows down my editing by a lot. A fix would be amazing. Anyone here to help? 

 

Ps: I just discovered it might be a windows issue because CTRL + left and right arrow to move through my text while I'm typing this generates the same problem.

FIXED  

 

It was a windows issue 

steps:

one) press win key and type in 'run' to open the 'run' application.

two) type in 'control keyboard' 

three) slide all the sliders to their max speed 

four) press apply

five) press 'ok'

six) enjoy the fast side of life
