Should I be able to see the clip in the program monitor when I drag it?

Call me crazy, and maybe I'm having a mental block, but I thought you could see the clip in premiere when you drag it back and forth.  My program monitor, on two different machines goes black until I release the clip.  I thought you could grab and drag it, seeing the clip in the program monitor.  Thank you in advance.

You wont see the actual clip but if dragging between clips you will see the last frame of the left clip and first frame of the right clip.

If there are no clips it will be black.
