shutter angle doesn't work

I am testing a shutter angle. Please let me know what is wrong with my step.

• Putting any dummy texts in graphic.
• Applied transform
• Made a keyframe in postion in the transform
• change the number to 360 in shutter angle.

But it is not blurred.

I tried both check and uncheck the box upper.

anybody can help me what I am missing?

Object/text needs to move fast in order to see the motion blur.
