Slow Proxy Job Creation

Hi there,

Premiere Pro creates porxy files from the project window, but it does it extremely slow.
It seems to work sometimes, at about two clips per second exporting to ME. But most of the time it takes about 30 seconds or more to export just one proxy clip to media encoder.

I've build a new sytem based on alderlaker, ddr 5 and windows 11.

The irregularity in this is what seems odd/to be a bug.

btw. I'm writing proxies from an 8 TB ExFat drive on windows to a internal SSD

I've reconnected the drive from a USB 3.2 socket to a 3.0 socket and with a batch of  5K REDC files it's seems to work better. 
Next up is proress 4444

Another thing that seems buggy;

ME. while creating the proxie list sometimes, seemingly random, creates a quicktime rewrap or 4k DCI output file.
