Slow response time and laggy playback Premiere Pro

Every single time I use premiere pro it gets stuck on playbakc (see image for reference) it does this for two mins and always does this. It also cuts out audio every 3 seconds and makes it unbearable to use. I upgraded from a 1080 to a Titan X Pascal and the issue is only happening now, I put the old gpu back in and the issue continued to happen.
Hardware:
Titan X Pascal, i7 2600k, 16gbs of DDR3 RAM, Motherboard: Maximus IV Extreme-Z

Looks like you're using screen recorded footage. Generally, this footage is recorded in VFR which premiere does not play well with.

 

You can try transcoding to a CFR format using Handbrake, this may help resolve your issue.
