Smooth playback experience, then crazy lag. (AV01 Footage) (Conforming)

Hello, I am a little lost on what seems to be the problem with my premiere. I spent the first hour editing the footage and it was going smoothly, when I used the rate stretch tool it complely froze my entire timeline. All footage was frozen and the preview wouldnt play. I undid the action and restarted my program. On relaunch it says "conforming" at the bottom right. This seems to do this everytime I open the project. Sometimes it lets me play 4 seconds then it freezes again. This is also my first time editing AV01 footage and I am using the plugin (Influx) to import .mkv. Is there a reason performance is so inconsistant?

I would convert all footage to Prores 422: might not even need proxies.

Is there a way to convert the codec from AV1 to H264 without quality loss? Then I can just ditch the plugin and re-attatch the proxies I beleive.
