So i'm not sure what caused this. I recently went from windows 7 to 10. I upgraded my processor from i5 to i7 and I went from adobe premiere 2014 to 2017. But I notice now when I've got my media paused in the source monitor the quality of the image drops to super low res. In the past it would stay the same image quality as when it was playing. My quality is set to "full" and it plays full but as soon as I pause it drops to really low res. I've tried restarting adobe and the computer and it stills does it.
Is there something in the settings? is this a bug?
Click the wrench at the lower left of the Source Monitor and check the setting for Paused Resolution:
