Splash Screen Gets Stuck at "Loading WebM.prm"

Hi,

My Premiere Pro 2021 gets stuck in the loading screen when it reaches "Loading WebM.prm".

I've tried reinstalling both premiere and media encoder but it doesn't work.

I've also tried to locate the file on my PC, but it can't find it.

Anyone who can help?

Actually, I managed to find the webm.prm in the common folder. I even double-clicked it to start premiere pro, but it still got stuck in the loading phase.

I tried everything for this and nothing worked then I turn off my VPN and boom that fixed it . So if you use a VPN turn it off.
