Start Premiere Pro with different settings?

Hi there.

There's a PC restricted by the tech department of a company, with a set of Adobe software on it. The software cannot be reinstalled or changed in any way, it's set up and running. And there's only one Windows user profile on this system - another one cannot be created. Since there are two people working on this PC, the task is to make Premiere Pro start with one of the two sets of settings including keybindings, preferences, workspace settings.

How can this be done, with what instruments? Additional software cannot be installed either. 

Any command line prompts or some additional shortcut commands maybe? Or can this be done with a batch file?

So the result as needed is two shortcuts for Premiere Pro each of which would start the software with its own set of settings.

Is the license for two users?

They surely do. There are 2 users working in shifts on the same machine. This is just the way it's done in that company and it cannot be changed. A license for the second user cannot be purchased either - and there's no need in it since the license for Adobe software was bought for one PC. It's just a matter of convenience - right now everytime their shift starts those two have to change Premiere Pro settings everytime to their liking and comfort of video editing, it just takes time. What I'm asking is a way to speed it up. Because they still will be working in two shifts on a single PC like they've done for years.
